经海宁市人民政府批准，海宁市自然资源和规划局决定以挂牌方式出让二宗地块的国有建设用地使用权。现将有关事项公告如下：

二、挂牌出让竞买对象：
中华人民共和国境内外的法人和其他组织，除法律、法规另有规定外，均可申请参加，申请人应当单独申请。对缺乏诚信，违反土地管理法律、法规及国有建设用地使用权出让合同，经有关部门教育、督促仍拒不改正者不得参加本次竞买。申请人必须符合工业项目产业定位等准入要求，地块报名前须通过海宁市工业项目准入评价。
三、竞得人确定方式：本次国有建设用地使用权挂牌出让按照价高者得的原则确定竞得人。
四、本次挂牌出让方式：本次国有建设用地使用权挂牌出让通过浙江省土地使用权网上交易系统（http://land.zjgtjy.cn/GTJY_ZJ/）进行。
五、本次挂牌公告时间：2021年8月4日至2021年8月23日；
报名时间：2021年8月24日至2021年9月2日（竞买保证金缴纳截止时间为2021年9月2日16:00）；
挂牌时间：挂牌起始时间为2021年8月24日10:00，挂牌截止时间为2021年9月6日10:00；
以上时间均以浙江省国有建设用地使用权出让网上交易系统时间为准，竞买保证金到达指定账户时间以银行信息系统为准。

八、申请人须按照挂牌须知要求办理数字证书，符合竞买要求，并按要求足额交纳竞买保证金，方可参加网上挂牌出让活动。
九、其他事项：
1、本次挂牌出让地块设置投资强度、年均销售、年均税收等建设条件（具体详见挂牌出让地块的基本情况和规划指标表格）。成交后受让方除与出让方签订《国有土地使用权出让合同》外，须与属地政府或平台签订《工业项目“标准地”使用协议》，并及时报出让人、海宁市发改局、海宁市经信局备案。
2、海自然字21055号地块：①设置于地下的机动车泊位数应不少于机动车总泊位数的40%;②保留西侧南北走向的10kv北埭线电线杆、电力管线。
3、海自然字21096号地块：设置于地下的机动车泊位数应不少于机动车总泊位数的50%。
